Hoima City Stadium cleared for commissioning

Hoima City Stadium has officially passed from construction to state management after Turkish firm SUMMA completed and handed over the facility to the National Council of Sports (NCS), setting the stage for its commissioning by President Yoweri Museveni on Christmas Eve.

The milestone handover brings to a close one of the most ambitious sports infrastructure undertakings in Uganda’s history and formally places the multi-sports complex under government control ahead of its public opening.

NCS accepted the facility on behalf of government in the presence of senior officials from the Ministry of Education and Sports and the Ministry of Works and Transport, the two institutions that oversaw the project from its initial designs through to completion.

The technical handover ceremony was conducted under the stewardship of the Commissioner for Physical Education and Sports, Rev Canon Dr Duncans Mugumya, who represented the Permanent Secretary of the Ministry of Education and Sports, Dr Kedrace Turyagenda. On the engineering side, the Ministry of Works Commissioner for Public Structures, Eng Edward Ssimbwa, standing in for Permanent Secretary Waiswa Bageya, formally issued SUMMA with a certificate of completion.

Before the final documentation was signed over, SUMMA Project Manager Murat Altun guided officials through an extensive inspection of the stadium and its auxiliary facilities, highlighting the scope and readiness of the complex. The final instruments were then handed to NCS Board Chairperson Ambrose Tashobya.

Tashobya was accompanied by fellow board members Moses Omara Anyii, Hajji Zubair Galiwango, Stephen Kiprotich, Piloya Evelyn Gloria and Cecilia Anyakoit, as well as NCS General Secretary Dr Bernard Patrick Ogwel and members of the council’s senior management team.

Officials from NCS and the supervising ministries paid tribute to President Museveni and the First Lady, who is also Minister of Education and Sports, Janet Museveni, for personally championing the project from concept to completion and ensuring full government financing. SUMMA was equally applauded for delivering the $129 million stadium a remarkable five months ahead of the original 18-month timeline.

With construction formally concluded and the keys handed over, Hoima City Stadium now enters its final preparatory phase ahead of commissioning. Sporting activities are planned to accompany the official opening, ushering in the festive season and marking a new chapter in Uganda’s sports development landscape.
